Rebecca Parsons will present "Better, Faster, Cheaper - which lever to pull in Project Scoping". She will then join a panel of several Chicago area executives who will share their views and experiences. A general Q&A session follows in which you can engage and share with other local leaders your successes and challenges on this subject. The phrase "better, faster, cheaper" was tossed around by the administrator of NASA in the US as a signal that the agency would do more with less. This productivity would be achieved by accepting significantly increased risk. However, most IT project teams are not in a position to increase risk significantly and understand that projects generally have to trade-off these three levers. Two of the goals are often achievable, but getting all three at the same time is difficult at best. While the notions of "faster" and "cheaper" have clear definitions, the interpretation of "better" is more varied. However, experiences show that focusing too long on "faster" or "cheaper", at the expense of "better", often leads to "slower" and "costlier". This talk first describes the various dimensions of time and cost that underlie "faster" and "cheaper". Next we'll discuss in more detail the various dimensions of "better", including how these dimensions can be measured. We'll then discuss how leaning too hard on the "better" lever to achieve timeliness or economy ultimately leads to late deliveries and additional costs, with the sacrifices made to quality still in force. These descriptions provide a mechanism for more accurately deciding, in both the short and medium terms, when to pull which lever on a project and what the real consequences of that decision could be.
